UN Security Council to vote on proposal to secure Strait of Hormuz

According to a report by Sky News on Friday, April 3, 2026, the United Nations Security Council is set to vote on a resolution aimed at ensuring the safe passage of vessels through the Strait of Hormuz, following revisions to the original draft that had faced opposition from several member states. The vote, scheduled for today, comes amid rising international concern over security in the strategic waterway, which has been the focus of heightened tensions in the Gulf region.

The resolution, sponsored by Bahrain, authorizes the use of defensive measures to protect maritime traffic in the strait. The earlier version of the draft had included language permitting countries to “use all necessary means,” potentially allowing offensive military action. This broader language was removed after opposition from permanent Security Council members, including Russia, China, and France, all of whom expressed concerns about escalation and the legality of offensive operations.

Under the revised draft, countries are authorized to act defensively to prevent interference with international navigation in the strait for a minimum of six months. The resolution also permits nations participating in multinational naval partnerships to undertake defensive measures independently, provided that prior notice is given to other parties involved.

Before the final draft was circulated, several Security Council members voiced reservations about the proposal. Russia’s UN ambassador, Vassily Nebenzia, argued that the resolution “does not solve the puzzle,” suggesting that a lasting solution would require an end to hostilities in the region. China’s ambassador, Fu Chong, criticized the potential use of force as “unlawful and indiscriminate,” warning that it could further escalate tensions. French ambassador Jerome Bonnafont emphasized the importance of promoting defensive measures that avoid broad military engagement.

The Security Council had previously adopted a Bahrain-sponsored resolution condemning attacks by Iran on Gulf states, specifically highlighting Tehran’s actions in the Strait of Hormuz as a threat to international peace and security. That earlier measure called for an immediate cessation of actions that obstruct shipping and endanger maritime traffic in the strategically vital waterway.
