According to a report from Sport Bild’s Christian Falk , Manchester United and Bayern Munich are at least €15-€20 million apart (plus add-ons) from consummating a deal for De Ligt:

To be specific, United’s bid was €30 million fixed plus €5 million in add-ons. Personal terms between the Red Devils and De Ligt have also been agreed upon, so it all comes down to the transfer fee.

While €15-€20 million (plus add-ons) is not necessarily insurmountable, it is still a roadblock — at least a temporary one. At this stage, it can be assumed that De Ligt is ready and willing to leave Bavaria, but might actually have to report to training camp for a few days (at a minimum) before he can make his move.

The reality of the situation is that the cat is out of the bag, leverage is minimal, and Bayern Munich might have to be more flexible to unload De Ligt in hopes of generating more revenue for some of the other player acquisitions that it wants to make.
